Working Together Conference 2024

We were all so excited about coming to Newcastle on 29th February 2024 for our conference this year, and Newcastle you didn’t disappoint.  The buzz and chatter of old friends and new ones being made filled the air.

This year the National conference hosted by Sarah Clarke, NNPCF Co-chair and Carolyn Deveney, Head of parent carer participation from Contact who both did and amazing job keeping us all on track with a jam-packed agenda.

Anna Bird, started the conference, her first conference as CEO of Contact, speaking on her vision for Contact for the future.  Sue and Kate, regional Contact Advisors, followed her on the stage with lots of examples of coproduction work from forums in ‘Participation Matters!’


Dr Tina Pagett from Ofsted and Louise Holland from CQC gave us an update about the SEND Area Inspections now that the new framework has been in place for a year and the important role that Parent Carer Forums play in that process. They gave us data from the inspections where the reports have been released, giving us insights to the national picture.

Following on from Ofsted & CQC, Sue North M.B.E. (NHS England) updated us on the Partnerships for Inclusion of Neurodiversity in Schools (PINS) project that is about to start nationally, with Mary Busk (NHS England) joining her on stage to inform us about and trauma informed practice training and all of this was before lunch!



After lunch, we were joined by  Alison Ismail, Director of SEND and Alternative Provision Department for Education took to the stage to give a brief speech and introduced the Ministerial Keynote address given by David Johnston OBE Parliamentary Under-Secretary of State for Children, Families and Wellbeing.

He spoke about how valuable the joined up working with the NNPCF and Forums and informed us that SEND was important to him and his constituents.  

The Department for Education came back to the stage, to do an interactive workshop that was jointly led by the Department for Education, Department of Health and Social Care and Department for Work and Pensions, a first for us! They wanted us to input into their new transitions guidance that has yet to be written. Thank you to all those who facilitated the gaining of feedback from the 25 tables, including the new Director for the National Children’s Bureau Amanda Allard.


After a short break we heard from Connor and Efa from The Law Commission, who were informing us about the review of Children’s Social Care and how we can get involved. Connor informed us of the potential timelines of the review.

We then moved on to the final segments of the day. The Parent Carer Wellbeing working group from the NNPCF steering group, did a presentation about the work we have started on ‘Parent Carer Wellbeing’, and have asked forums and practitioners feedback using menti.

Last but not least Tina Emery OBE, NNPCF Co-chair gave her reflections on the NNPCF, giving the room and those online, a brief history of how the NNPCF was formed in 2013, and she thanked all the previous steering group, the current steering group members and forthcoming steering group members,  as she prepares to move on from The NNPCF in the summer.


A massive big ‘Thank You’ must go to everyone who supported the day, including our sponsors Irwin Mitchell who offered one to one sessions for our parent carers attending on the day, to all our presenters and to everyone who attended in person and online, and all the NNPCF and Contact teams for making the event so successful.

Working Together virtual conference 2023

Our joint virtual conference with Contact will take place on 14, 15 and 16 November.

We have planned the conference on the survey results we received from our membership.

We are pleased to share that this conference will take place via Microsoft Teams. This change from our usual Zoom platform and has been made due to the response we received from a recent Menti survey.

NNPCF & Contact joint conference 2023

Our 2022/23 conference this year was a two part event, with a digital offering as well as an in person conference in Bristol.

Face-to-face conference

Our face-to-face conference was held on 28 February 2023 at the Double Tree by Hilton in Bristol City Centre.

The day was jointly organised and facilitated jointly the Contact and NNPCF teams.

We were joined by PCF members from around the country, as well as representatives from the NHS and the DfE.

The conference was livestreamed for the first time and you can watch the sessions below.

Contact’s Carolyn and our co chair Tina, opened the conference with a very warm welcome to our attendees. Amanda Batten gave her last conference speech, as she has now stepped down from her role as Contact’s Chief Executive.

Our co chair Mrunal gave an impassioned address, asking the question ‘What next for SEND?’ highlighting that the time it was taking to put the 2014 SEND reforms into place was equal to an actual childhood.  https://youtu.be/8iQub582AXY

The Eva Sharma, from the DfE gave a presentation about the National Standards, something that had been included in the SEND review. This led to a round the table coproduction session with our attendees, who explored what should be included in the national standards in each stage of a child’s development.  https://youtu.be/mwbvhSgwcm8

Finally we welcomed the minister for Children Families and Wellbeing, Claire Coutinho, who had joined us for the afternoon. Planning the recovery in children’s community services

The NNPCF has heard throughout the year of the challenges faced by families accessing community based services including SALT, ASD / ADHD services and paediatricians in the wake of the covid 19 pandemic.

NHS England has created a new recovery team to address these issues around children’s services who have agreed to speak to NNPCF membership about what NHS data is telling them and the steps they are exploring to tackle the problems. Included was an opportunity to coproduce the latest thinking on what the model for recovery might look like. Watch the recording session here you can also download the presentation, the Menti survey results and Menti summary from the session.

NNPCF AGM

This session includes:

  • Review the first six months of our operation as a Community Interest Company from October 2021 to March 2022
  • A look at what has happened in the world of SEND since April 2022 and put it into the broader context of political turmoil, cost of living and the NHS.
  • Coproduce our priorities for the coming year 2023-24 that will form the basis of our business plan and longer term strategy.

IPSEA SEND law

IPSEA, the SEND legal support charity, lead a session that outlines the major pieces of legislation that protect children and young people with SEND including the Children and Families Act, Equalities Act, Chronically Sick and Disabled Persons Act. They cover the tools that families (and forums) have at their disposal to seek redress if they have concerns. IPSEA also cover the services and support that they offer and how forums can seek further help and training.

Delivering Better Value in SEND (DBV)

This interactive session provided an opportunity for parents and carers to understand the DBV programme, ask questions, and contribute to how it is set up for success. The session explores:

  • What the DBV in SEND programme is and how it sits alongside other DfE activities
  • The progress made and findings to date
  • How to best connect parent-carers into the work of the programme

Last year, Contact asked what forums wanted in the new forum handbook – In this session they share the survey results and discuss how to take things forward to develop a handbook that works for all parent carer forums.

Bristol Conference Update

The agenda for our face to face conference in Bristol on 28 February has now been confirmed.

The conference opens at 10.30am, with the event starting at 11am
